Class code 8017: the retail class and the receipts test

Retail classification turns on where the money comes from, not on whether there is a shop: an operation selling mostly to other businesses fails the retail test even with a public counter, and the reclassification is applied to the whole store payroll.

The dividing line between the retail and wholesale classes is a receipts test. More than half of gross receipts must come from sales to the general public for the retail class to apply, and the auditor will read the sales ledger rather than the signage. Operations that drift across this line usually do so gradually — a home goods store picks up trade accounts, a supplier adds a public counter — and nobody revisits the classification until an audit reconstructs two years of receipts. The correction is retrospective, which is what makes an annual self-check worth the hour it costs.

The second issue is the boundary of the class itself. A store with a genuinely separate warehouse, or its own delivery fleet, has exposure the store class does not price, and those payrolls are separately classifiable where the employer's records support the split. This cuts both ways: without records, the auditor is entitled to place the entire payroll in the highest-rated class the operation touches. Employers with mixed formats should keep departmental payroll registers from the start of the policy year, because the split is a records question long before it is an argument.

Retail payroll is high-turnover and heavily part-time, which changes how co-employment is priced. A per-head administrative fee is charged on bodies rather than dollars, so a store running many short-hours employees pays disproportionately under that structure, while a payroll-percentage fee tracks a modest wage base. Ask how mid-month joiners and leavers are billed and whether seasonal peaks are counted at the headcount high-water mark, then run both structures across a real twelve-month register rather than an average month.

What decides the rate, and what does not

Retail rates are not published on this site because they are not national. Each state approves its own loss costs, each policy is then modified by experience, and a chain trading across four states carries four different numbers for the same shelf-stacking work. What does carry across state lines is the receipts test and the departmental split described above, and those decide the payroll that any rate is applied to — which is usually the larger lever.
